Fial-Allis 14 C Bulldozer will not make left or right turns.

I recently purchased a 14C. Brought it home but it will not make either right or left turns. Ocassionally it will make a turn, only ocassionally. What could be the problem? Also, are Fial-Allis and Alis-Chalmers the same manufacturer? Can someone help?

Fiat bought into the AC construcion machinery division in the early 1970's. Started calling the company Fial Allis. AC made the old 16B and 21B and 21C tractors in the springfield Illinois plant till about 1980. The 14C was an Italian machine imported with the FA name. Had nothing to do with Allis USA. You have two hand levers that disconnect a clutch on the left and right axle shaft before the final drive, just behind the seat at foot level. There are also two foot pedals, which are brakes attached to each of the above clutches. When you pull the right lever, power is disconnected from the right track. If you then push the right foot pedal, the right side locks and spins on a dime. These are hydraulic controlled thru a valve under the seat. Which part dont work? Lift the seat and pull the lever or push the pedal, see the valve move? Might need to replace the steering filter and chekc the oil level if the valve is not getting oil.
