one of the other members probably knows where to properly locate the anti surge springs but on my CA, i just did it my own way. The purpose of them i think is to take play out of the linkage joints. if the governor holds steady but there's play in the linkage joints, then the carb butterfly is free to pulsate around. this would only happen under load!! not at idle. so i just bought a couple of small springs at the hardward store. i only used them in 2 places on my ca. one place where the linkage goes into the carb and the other place up by the water pump where the linkage crosses the water pump. maybe use small hose clamps to attach the springs to the rods? at the carb, the spring goes through a small hole in the carb linkage and then hose clamp the other end to the rod. up by the waterpump, attach one end to the linkage rod and the other end of the spring to part of the tractor. again, i think these springs are just to take free play out of the linkage. I hope i've helped you.
