1956 ca surging while running

I have a friend who has a '56 ca (without mag.) that says that the motor is racing fast & slow while it is just sitting in one spot. We have looked at a repair book and the governor has a "surge spring". We plan to jump on it to see if it is broken--or loose. Any suggestions on what we should look for--and how much of trouble we can be in for? Any help would be appreciated.....

Could be worn governor parts. Could also be a carb loading up with fuel, i.e. not delivering fuel steadily due ot trash in the carb or restrictions in the fuel inlet/fuel line, or perhaps a worn venturi. I'd check the governor as the most likely problem (do you see that arm opening and closing when it surges?) but cleaning the carb is an easier fix if that's the problem.
