WD45 governor different than WD governor ?

I recently installed new weights and pins in my Wd45 governor and it controls speed much better than it did before, however it does not seem to have the responsive snap I remember from my early WD days. Should a 45 be as responsive as a WD?
If so, what else do I need to do ?
Is there supposed to be a difference ? I know the 45 governor setup does not have the little anti surge spring between the rod to the carb and the coolant drain petcock, so maybe the 45 governors were detuned a little bit?
