The spool in your traction booster valve is stuck. Look at front of valves where lever goes up against spool and then move lever away from spool. The valve should come out all the way out following the lever as it is spring loaded. If it does not follow all the way out spray with pennetrating oil and get a pair of visegrips and a screwdriver and pry it back out. Continue working valve in and out with tools and lube until it is free. I've done 100's of these and dought that you have any other problem.
