WD hydraulic fluid level

My WD always seems to show milky on the hydraulic dipstick. I fill it to the correct level on the dipstick but it always seems to be low when I check it sometime later. The hydraulic system works good. It lifts and lower all my 3 point attachments fine. Any ideas on why it seems to always need more? It doesn't seem to be leaking anywhere. Also, why the moisture? Thanks!

Check the oil level behind it(transmission clutch). It's probably getting higher. There is a seal in between that is probably leaking.
