Freeing seized motor

I was giving a wd tractor it has been sitting outside for a long time and it seems to be seized up anybody have any suggestions.The motor was rebuilt and didnt have many hours on it when tranny shifter started up. I dont think its in gear. Its just been sitting now its stuck!

pull the spark plugs and pour penetrating oil in each one then pull the muffler and pour some down the manifold. let it sit for a few days then put a wrench on the crank pully nut. that should do it.

Put some JB -80 in each cylinder and let it set for a couple days and then lift one wheel off the ground and rock it back and fourth in a higher gear to break the engine free.
