Steve,
It sounds like you are working on a D17 hydraulic pump. I am also assuming that the problem is with the rack of valves that doesn't move in the bore. Since I am assuming, I will assume that the spring washer, located between the end spacer and the first sleeve is missing. When this washer disintegrates, very small particles of this washer become embedded in the bore and sleeves and cause this assembly to freeze up and the pump stops working properly. If I have correctly guessed the problem and cause, the solution to fixing it is to use some 400 grit emmery cloth to polish the bore and inside and outside of the valve rack to remove the particles of the disintigrated spring washer. The sleeves and valves should move freely in the bore and a new spring washer should be installed to take up the slack in the sleeves. Duey
