I am considering buying a D-15 Allis-Chalmers. Do these have the same transmission problems as the D-14? Any other problem areas? I know that the D-17 is a great machine, is the D-15 also? Does the D-15 have live PTO, or live hydraulics?

The trany in a 15 (while there are minor improvements) is the same as the 14. So watch it (any A-C, including the D-17 you allude too)as far as popping out of gear. 3rd seems to be the worst, but others including 4th (road gear) can become troublesome with time too. My choice would be a series II D-15. It can have a factory 3-point and has a bigger engine than early 15's and the D-14. The 15's hydralic and PTO is live as long as you use the hand clutch (power director) and it's neutral. Depress the foot clutch however and everything stops.
