In the past I had a dual wheel hook that had left handed threads on it and was the right size to fit the inside the copper washer. Screw it down in there and poof it screws itself out

on my 210 I ran the engine with the injector bolts just loose enough to let it move a little, the fuel and heat loosened the copper washer. worked for me

wasnt a compression problem, had the supply pump on inj pump rebuilt, was starving for fuel at real low rpm. the reason i pulled the injectors put a d21 head on a 210 and 210 injectors open at higher pressure, only had one copper washer stuck

If you take a screwdriver and grind a hook-like curve in it on the side so you can put it into the hole and hold side pressure on it as you jerk it out of the hole it will hopefully catch on the edge of the washer and break it loose.

See what happens and good luck
