Carl, your details are a bit sketchy. Has the lift worked in the recent past? A couple of things to check. 1) Manual knob "A" on the lower portion of the pump. If you don't use traction boost, the plate with the knob should be rotated (counter-clockwise I think) and the knob turned into the pump body detent to keep it there. The plate is spring loaded (clockwise) so if the knob rattles loose or the linkages down to the snap coupler breaks, the pump will be "stuck" in lift. 2) What Duey said. 3) The lift is gravity drop so if there is any rust on the lift cylinders or if the packing nuts are too tight, the lift won't drop. Also you may need to stand on the lift to give gravity a boost if you have nothing else attached to it. 4) The lift controls are actuated by an internal cam so "lift" is a positive force working on the control valves. "Drop" is achieved by rotating the cam away from the lift valves and requires a "backup spring" to keep the valve plungers in contact with the cam. If the spring breaks or any crud jams a valve plunger, the valves stay in "lift" regardless of the quadrant control and your lift won't drop. Sometimes you can free the jam by turning control knob "D" (on the front of the pump) all the way in and out a few times. If that doesn't work, you'll have to pull the pump to check it one out further. Lets us know how it goes and good luck.
