WD-45 Power steering problem

I recently obtained a AC WD-45. I've got a power steering problem, and very few hairs left on my head!It's got an aftermarket PS system on it that I guess was common to find on such a tractor.It has an Eaton pump (reservoir over pump type),and a Charlynn Steering unit. It works great!One problem, I can't keep fluid in the reservoir. The reservoir is either being pressurized, or I have too much return flow,or.... The fluid seems to have air(foamed) after I run it. No external leaks. The fluid is forced out of the vent in the cap. I've run it with and without the filter in the reservoir. I'm using power steering fluid. I've also tried putting a restriction in the return line,and replaced seals in the pump.Can anyone offer any suggestions that I might try?I'm up for just about anything!

Well,I really had high hopes! Unfortunately, it's back to the old drawing board.So, I tried 20W non-detergent oil;foams like a milkshake instantly.Then I tried Hydraulic oil that I use in the tractors hydraulic system, it doesn't list a Wt. or viscosity, it foams slightly, but clears after about a minute or so after shut down. I still have the same problem. Is there anyway I could have pressure feeding back up into the reservoir, an internal problem w/the pump? Once again, I'll try anything! Thanks,

Is it possible the pump is too big for the system, or the volume of oil is too small. Hydraulic systems are designed so the oil will have time to set in the tank and let the air work out. What happens if you run the tractor at idle. The speed will be lower and oil flow less, does that help prove a point? Also pumps are designed so that if you crank all the way one direction and stall it out, it will relieve the pressure and dump to sump. Could the reliev or or some type of spring loaded ball vavle be leaking thru. Look for a plug, cap or some type of relief and inspect it.

Try draining all the fluid out including all the lines and turn the stering wheel and blow out all the oil that is in the charlynn unit then refill with 20 weight NonDeturgent motor oil same as goes in the hyd system of the WD and that should cure the problem.
