After starting my WD it runs for 30 seconds and quits. I have all kinds of gas coming to the carb. and the sediment bulb is clean and getting all kinds of gas. When I remove the bolt in the bottom of the carb the gas does not out of the carb as much as it does does going to the carb. Is the carb. the problem or is it something else?

Go to NAPA and get a rebuild kit, it could probably use it anyway. Completely take the carb apart and use lots of carb cleaner on all the passageways. Clean out with air compressor as well.

May want to blow out the fuel line while you are at it.

i think that all your problem is that the carb has not been gone through and the float is sticking, so blast is with some carb cleaner.

You have probably got some dirt stuck in the float valve of the carb. You may need to disassemble the carb and back flush the valve with air or a carb cleaner. Wear some safety glasses though.
