Allis ca governor

I have a 1952 allis model CA. I'm really stumped on the governor. tractor runs great but when I point it up a hill, it bogs down a lot. We also have a "B" and a "WD" on the farm so I have something to compare it to for performance and their governors work great. I took the CA governor apart this weekend...the linkage bushings have very little play and they are free moving. the weights have a tiny amount of wear in the holes where they pivot and they move just fine. The linkage to the carb is not hitting the fan belt or anything. I'm sure that there is a little play in the linkage connections where the cotter pins go through but surely this wouldn't cause a problem....the B and WD have play and they throttle up fine. I also compared the linkage to the other tractors and it appears that it is all original and hooked up correctly. What in the world am I overlooking?? Any advice or thoughts would be appreciated.

Are you sure you don't have a float level problem in the carb?

I guess that's a possibility. I guess I should by a repair manual. I have cleaned out the carb and I noticed that the float is set level when the carb top is inverted but I'm not sure if that is correct or not. I know the fuel lines are not plugged or restricted. thanks for the advise. kent
