My 1953 WD runs fine under load, but will not idle properly. At low throttle settings, the engine almost dies, but the governor catches it and speeds it back up, then it slows down & speeds up again and again. Is the governor out of adjustment, dirty, or in need of repair or rebuilding? I would appreciate hearing from those who have had & solved this problem.

It is more likely that the carburetor is "out of adjustment, dirty, or in need of repair or rebuilding". When the engine isn't running properly, the governor will attempt to compensate. The fact that the governor is "catching" it is a good indication that it is working. Try giving your tractor a tune-up to see if it solves your problem.
