Unstyled WC hood

Can anyone give me some ideas on how to undo the screws that hold the strap at the front of the hood down? I have been hitting it with PB blaster for two months now and they have not budged. I've been soaking the cylinders with marvel mystery oil and am itching to take the head off and see how much work I have ahead of me. Also, anyone know of a good place to get a replacement for the main fuel tank in Michigan or northern Indiana, mine is split by rust at the seam along the bottom. Thanks! -BTD

My neighbor has a unstyled that he bought just for the wheel on a '37 he is working on. . .I am pretty sure he would sell it.
