probably more to due with the spring or bendix dragging or stuck on the shaft. Right to pull it out and jumper it and see what happens. The starter really does not know if it is positive, negative, 6 volt or 12 volt. It always runs the same way. It is real important to have a very good ground (clean starter frame and ground set screw) and good battery terminal connections on these tractors. Lots of "B" and "C" exhibit this same problem.

Chad,Try taking the starter out and connecting it to the tractor with jumper cables. You should be able to determine if #1 it is turning the right direction (if it runs the wrong way, the gear will not move out to engage the flywheel gear.)( this can be caused by hooking up the battery wrong or a dead battery charged up the wrong way) #2 if the bendix spring is not broken.
