AC B carb question

I have a AC B that I am helping my cousin with, He rebuilt the carb but does not have the manuals in for it yet. The screw that is on the top of the carb and goes down at an angle into the center of the carb is what? what is the spec for it? It does nothing. I thought it might be a air mixture scrwe to set at high idle, he thought it was for low idle. No matter what we do with it, all the way in or out, it does nothing to the running motor.

It is for air mixture at low idle. If your running the engine at a high speed you can take the screw out and put in your pocket and it will make no difference, but you will not get it to a slow idle. Turn it in to bottom and back it out 1 1/2 to 2 turns and adjust along with the throttle stop screw to get to the desired idle. When you are running above an idle the fuel is metered by the high speed jet behind the plug at the bottom and front of the carb. Check drawing.
