Crank for radiator shutters

We've got our C tore down to repaint her before show season. We discovered the crank for the shutters on the radiator appears to be broken. We don't have any experience with these. There is a bracket and the crank is there but it looks like there should be a part on the other side of the bracket. Are we correct? Are replacements available or can it be repaired somehow? Anyone have a picture of the crank on a radiator? The shutters are in great shape and working so we'd like to save them. Thanks for the help.
