I have done several, my pulling engine that I put a picture of on the board has a tie bolt in it.
Most of the B, C, and CA engines will have cracks between the cylinders. Only the cracks that have spread apart would I put a tie bolt in. The head gasket will keep any water from seeping into the oil from the cracks. The tie bolt is to keep it from spreading farther and causing the bottom to crack where you only have an O ring seal. Your sleeve will be higher by .001 to .002 than the top of the block and the head being torqued down will hold the sleeves from moveing.
