Do you have to pull the axles to replace the rear brake pads?

NO bruce you do not have to pull the final drives
to replace the brake shoes.

However, there is an ancher pin that holds the two
shoes together on the bottom. the pin can be seen
on the outside of the tractor between the bottom two
bolts that bolt on the final drive to the differential housing. There is a 3/8 bolt and a small piece of
iron that hold the pin in place. I have to tell you that this pin is sometimes rusted
in real bad, I would suggest a lot of penitrating oil
and if it gets real bad weld something onto the
end of the pin so you can maybe get it turning, then the
penetrating oil will work better and the pin should
come out of its hole (with a little persuation).
If your lucky the pins will pull out with no problem.
That is if your lucky.

Also, grease the pins up good with some wheel bearing
grease befor putting them back in.
