Need help w/ CA hand clutch

My son is finishing up reconditioning my Dad's '54 CA. The hand clutch had to be rebuilt, we put new pads on the old disk and re-installed. Now, with everything put back together it does not come close to engaging, even with the adjustment at it's maximum. Our thoughts are that either a)the clutch disk is in backwards or b) the treads have worn off the adjustment sleeve (or c) we have no clue!). Before we take the final drive and axle off again, we would like to know if there is anyone out there that might have some information that would help us out?

(We are located in NH, Dad's a retired dairy farmer, I'm a former ag teacher, now school administrator and Nick is active in 4-H and FFA)

remove the cover, pour in a cup of water and insert 6011 rod on the end of a electrode holder and after turning the Linclon welder to 120 amps strike a long arc.... (:-) no seriously when I get back to work Mon email me and I will fax a service sheet to ya ... no charge and good luck. yo gona need it... remember email me cause I'll forget it. I have forgotten ten times how the clutch works.. and no it doesn't go over center like a WD. Pullin on the lever releases the balls to allow the pads to pull away from the outer housings.. or close to that anyway.

My CA hand clutch also does not work but I have not taken it apart yet. My question is does the CA hand clutch go "over center" like a WD-45 hand clutch?
