My brother has a WC that had this problem when he got it. He ended up taking the crankshaft out of it and turning the end down, pressing on a bushing, turning this down to the original diameter of the crank snout, boring the pulley and bushing that, all to repair a loose and worn pulley like what you describe. The one big set scew loosens up and the pulley destroys itself and the front of the crandshaft.

This problem could happen to any of the W series engines, and any others I suppose with this method of securing the pulley to the crank snout.

Good luck, it isn't as bad as it seems at first.
