D-17 Power Director problem

I'm looking at an early D-17 diesel- Power director lever works fine in low and neutral, but will not go into high. Could it just be linkage, or would it be the clutch packs? Is there any easy way to tell? How hard is the tractor split, and repair of the "internal organs"? Can you get the parts anymore? Any help would be appreciated-

high range clutch pack needs some shims removed
do not have to split tractor to remove shimes
just side cover. ROBERT
