D19 diesel

I have a D19 diesel that runs rough at high idle when it's in a pull. I've already had the injectors rebuilt and a new turbo.I think maybe the pump is out of time but I can't tell because the timming strip on the front pully is missing.Someone has made a chisel mark on it and I am assuming this is TDC but I'm not sure. Can somebody tell me how I can check the pump timming?

The way I do my tractors is to turn number 1 to TDC on the compression stroke. I then drop #1 intake valve onto piston and set up a dial indicator to read the movement of the valve. I then read the valve movement the same BTDC as it is ATDC. There is a place in the rotation of the crank at TDC the valve does not move and to read a few thousands from both sides of TDC will give you a margin to divide in half which will be true TDC for your engine. Now that I have completely confused you this process works best if you have a degree wheel attached to the front of the crank. When I had to do this I was checking my cam for problems, but you can still get close without the degree wheel. Goodluck hope this helps
