Broken brake pedal D-17

The right brake pedal is broken on my brothers D-17 Series II. (Inside brake housing.) How do we remove the top brake pin on the shoes? If we get the shoe off will we be able to weld the brake rod back where it belongs? It looks like the brake shoe would come right out if we could get the top pin out. Thanks.

If it is prior to series 3 there is no need to remove the top pin before removing the shoes.
If it is the later band brake the story is different. Call if you want to discuss it.
