I have a WD45 that sat for about a year with the head off because the gasket leaked, replaced the gasket and torqued the head to 100lbs of torque reassembled the engine got the firing order as 1243 with the #1 cylinder in the front by the radiator,drained the gas in the tank and carb.The only thing it will do is back fire once in awhile.I also took the hose off between the air breather and the carb and it is belching out gas after cranking on it.I checked for fire at the coil,and plugs and it has fire.
Any suggestions.

I believe you got the cylinders mis-numbered. If I recall correctly, # 1 is nearest the fuel tank. Faceing the side of the engine where the plugs are at, on an American made engine # 1 will be to your left.

Regardless of where #1 "should be" on the distributer cap, I would bring #1 piston up to TDC, remove the distributer cap and see which distibuter cap terminal the rotor is :pointing to". That will be your #1 terminal.

Make sure it is on the compression stroke. Both valves should be closed. By covering the spark plug hole with your finger turn engine over with hand crank until pressure blws air past your finger then top dead center piston and note rotor location in dist. cap and start that as #1. Then wire your plugs in the correct firing order. Then try to start with the dist. not tightened and rotating as you try to start. You may need to go CW or CCW.
