Understand I won't be able to pull a chisel with either the WD 45 or D 17--What can I pull for primary tillage? What sort of plows were made for the WD 45?

You could pull a chisel with either of the tractors You listed. Most chisel's are designed so that you can take the shanks off. If It won't pull a six shank narrow it down till you can pull it. It can get really time consuming but it can be done. My grandpa used to pull a 3 bottome plow with a 38 wc, but he could only get about 30 acres a day if he started at daylight and ran till dark. good luck

They made several plows for the 45. The snap coupler 2 or 3 bottom ones would be the best. I've seen them around for between $150 and $300, depending on bottoms and location, etc, etc. They also made snap coupler discs, but those are harder to find. If you have a 3 pt conversion, then any of the new 3 pt stuff would work just fine.
