Cutoffs are steel wheels cut off to add rims and rubber tires. So the tractor you are looking at buying was on steel rear wheels at one time.

Cut offs were steel wheels that the spokes were cut down on and had rims for rubber tires welded to the spokes in place of the steel wheel. Cut offs can usually be spotted by having flat spokes. The round spoke wheels were made for rubber from the factory. Both types took 24" tires.
