Water has got on the clutch and rusted it bonding the disc to the flywheel and pressure plate.Push start tractor in a high gear push in clutch and keep in wile hitting brakes. This should break clutch loose.

When I was a kid back in the 40s & 50s, my father used to use the "Clutch Pedal Lock" on his "B" whenever the tractor was not going to be used for a period of time. Prior to that, I remember the clutch disc "rusting" to the Flywheel/Pressure Plate a couple of times. The "cure" was exactly as Bo describes. In later years, I wondered if "locking out" the clutch had a detrimental effect on the clutch springs although we never had any problems with the clutch at all.
