D17 head reassembly

D17, gas, series 3. I removed the head and had a valve job done. Now I'm putting it back together. The complete rocker shaft assembly is resting on the head, with 4 threaded bolts sticking out of the head going through the rocker shaft supports. I don't remember what goes on next.

I have the oil splash shield, flat washers, nuts, rubber washers, and the valve cover left. In what order do I reassemble them?

The oil shield, then thighten the rocker shaft down check vavles,vavle cover,rubber washers,flat washers then the last 4 nuts.

Make sure the push rods are in and seated
