Friend has a 40 B. Believes the throttle shaft in carb may be turned upside down. Governor overrevs the engine, when the throttle is slowed down, the governor causes the engine to go wide open. He has removed the governor and it seems to work and move freely. The linkages are hooked up according to the manual. He hasn't taken the carb shaft out of the carb. Any help would be appreciated.

the arm on the throttle shaft should point upward as in Dicks photo. If you have a WC carb on the tractor, the arm points down and works backward.
