Cargo winch on hd10 won't spool out

The winch had filled with water and sat for about a year or two before I acquired it. It will power in but not out nor will it freewheel. I've removed the side cover and the brake apparently functions. I removed the cover on top behind the drum and made sure that the shifter is functioning and none of the gears are broken, but now I'm not sure what to do next. I don't have a manual with this winch in it so I'm, not sure where the gear is that is driven by the reversing gear. Does anybody out there know what I should do next aside from removeing the winch and tearing it down completely? Thanks,Doug

Have you tried hooking the cable to a fixed load (tree, etc) and pulling the cable off that way? When you try to power out, does the engine load down or no change? The 50's vintage Cargo drums had a shaft through the center of the drum you could pull out and disconnect the drum from the gear train to free wheel.
