I run a 16ft white 252 disc whithout duals and an 18 ft once (with duals) and an 18ft ih field cultivator a 4-16 plow but i have pulled 5-16 5-14 4-18 plows but i think its most efficient with 4-16. I think 7 shank chisel will be ok but i usually pay some one to chisel. I just think you need a bit more hp to get down and really break up the hard pan. you can pull a 4-6-8 row planter with it. i pull a john deere 7000 6 row narrow and a john deere 6-5 splitter planter for beans. I have a neighbor who pulls a white 6100 8 row notill with a 1755. if you don't have a planter yet i recomend at least a 7000 deere I never had luck with the old plate planters. i hear the IH 400 was a poor planter but the 800 and 900 series most folks like along with the white 5100 and up. my advice if you do not have a planter yet is to hire someone to plant and save up till you can get a good planter.
