I watched an episode of "Dangerous Drives" here recently when they followed along with the US Border Patrol on the Mexico border...
With thousands of miles of open desert, underground tunnels... How are they going to "lock it down?" These guys make a huge number of busts, but they're barely putting a dent in the flow.
Put up a fence, they cut through it. Post a guard, they go a few miles down where there is no guard. Video cameras? By the time you detect the incursion and deploy to the area, the illegals are long gone. Throw up a 20' high concrete wall that goes 20' into the ground, and they'll start launching themselves over the border with giant slingshots, or flying over in small airplanes.
You aren't going to stop it, and as long as people keep hiring them, they have every incentive to get across.
