When the valve is too far open for the ambient air temp, the pressures will be elevated on both sides of the system. With the valve stuck in the closed position, the pressures will be low due to the refrigerant being mostly trapped in the condenser.

Yes, it is not impossible to have a new bad part, but odds are against it. Not that it isn't worth checking though.
