Most of the ones at the shows I frequent were built by the "otter method" ("Well, we think this otter wurk!"). One was constructed from a large threshing drum, another from a heavy sawmill mandrel, another from mostly unidentifiable scrap. As long as the sails are square, relatively balances, the arms and braces strong enuff to support the load, and the axle runs true, you now have a more or less usable demonstration fan. If you want to actually measure horsepower with it, you CAN calculate the load based on the air resistance on the sails at various speeds, or cheat and reverse engineer the formula by applying known (verified) HP of tractors, and recording on a chart of the resultant speeds until you have enough data to construct a formula....
