Depending on the temperatures involved, or more correctly the temperature differentials, two vapor barriers might actually be trapping vapor and causing condensation and making the problem worse. Just my 2 cents worth.
I lucked out and in 25 years have not had a drop of water in my basement. I finished about 3/4 of it and all I did was nail up a stud wall, put a little Bat insulation in and nailed sheet rock up to it. No plastic, vapor barrier or anything. Like I say, maybe I have lucked out. We did put a drain field all the way around, the put about 2 feet of large gravel over that, covered with tar paper to keep the dirt out, then also painted it twice on the outside with sealer.
