Hi Jeff,
The only way to save money while heating/cooling any structure is to lower the required input BTU demand.
Example: a room that requires 50000BTU/hr input costs more to heat/cool than a room that requires 40000BTU/hr.
This is accomplished by insulating the ouside element from the inside room and will save the most money for the amount invested.
Celleous insulation is just about the cheapest dollar cost and preforms extreamly well. Plastic over windows is a cheap temporary fix with great savings. Hanging a blanket in a door way will also cut costs as it doesn't allow as much heat to escape/enter when the door is opened.
Always insulate first to lower BTU demand then consider fuel heating/cooling costs.
Here's an example I preparred many years ago for a building on heating cost using different types of fuel: Electric: $2.35/hr LP: $.88/hr HP: $.44/hr Natural gas: $.34/hr
The above still holds true in todays world for 99% of the country no matter where you live. You can not use the above numbers to calculate your fuel usage costs,ie; 10hrs at $2.35 = $23.50/day as evry building heat load demand is different but is a illistration of approx types fuel costs.
You can also build a solar hot water heater pretty cheap. Here the collector, a enclosed box with pipes to circulate water while trapping the suns heat inside the box. Circulate that hot water to a storage tank for latter use. It's very easy to achieve 180º water with this type of collector. Once built, then free heat can be used. Need more BTU/hr then add more storage and collectors. Two, 4ftx8ftx4" collectors can supply 100% of heating demand in some homes.
Domestic hot water usage is about 30% of overall heating cost so once again our solar collector supplys free heat.
Free heat? Not really if you consider material cost but it is a free fuel cost.
Humans feel the most comfort from forced air systems. Slow air up draft for heating and fast down draft air for cooling. Ceiling fans are hard to beat for comfort.

Today's Featured Article - An Old-Time Tractor Demonstration - by Kim Pratt. Sam was born in rural Kansas in 1926. His dad was a hard-working farmer and the children worked hard everyday to help ends meet. In the rural area he grew up in, the highlight of the week was Saturday when many people took a break from their work to go to town. It was on one such Saturday in the early 1940's when Sam was 16 years old that he ended up in Dennison, Kansas to watch a demonstration of a new tractor being put on by a local dealer. It was an Allis-Chalmers tractor dealership,
