Hour meter only goes to 999.9

Some one said previously that you should look at paint wear points to determine if the hour meter had gone around yet. OK...the clutch pedal and brake pedal are about evenly worn. There is still plenty of factory paint on each pedal esxcept at the very top edge. The paint is worn on the raised surfaces of the pedal about 1/2 way down the pedal. The floor boards are about the same, there is plenty of factory paint and there is only bare metal on the raised traction surfaces. The tractor is 17 years old and has been stored outside most of its life, sometimes under a tarp.
The stick on decals are all in pretty good condition. The hour meter only shows 156 hours, about 16 of those are mine, but I have been using it quite a bit. The previous owner used it mostly to clear snow I believe and mow a large house lot.
Is it possible he only put 140 hours on this tractor in 17 years? On the other hand it seems to me unlikely that he put 1140 hours on this machine.

I know in real time at 1800 rpm or so it's probably about 220 real hours.
