Need help with an Explorer Fuel Filter

Ok...this is going to sound lame...but I gotta ask.... I just got back from a trip and went to use the 05 Explorer...it ran rough...not bad...just not normal. It is still under warrenty so since I was still on vacation, I took it back to Ford. It needed a service anyway. They said the fuel filter was plugged. Ok, 18,000 miles but...I said to change it, service the vehicle and do what it needed. They hit me for 58 dollars for a fuel filter. Ok...I got burned...so be it. I noticed last night when I filled the tank...the fuel gage came up real slow...not fast like it used to. Could the guy have messed up something? Is the filter in the tank on this thing or on the frame? It seems to be ok...it just acts a little strange after fillup. I want the car right as the better half uses it a lot. If it were the old Dodge diesel I would look at it...but this thing is a mess of wires and gizmos. Any help is appreciated.
