Trailer turn signals; won't work on '89 Dodge

I have a 2 axle equipment with surge brakes and 4 wire electrical plug. The trailer has 6 turn/stop/tail lights and works fine when hooked to my '96 Ranger. However when I hook to my dads '89 Dodge the turn signals won't work. The marker and brake lights work fine, but the 3 three turn signals will not. When I unhook 2 of the turn signal bulbs on the trailer the remaining light will flash, albeit quicker and dimmer than with the Ranger. Both the Ranger and the Dodge have the Tee type trailer wiring that plugs into the existing harness. Does anyone have any sugestions how to enable the Dodge's turn signal circuit to power all 3 lights on the trailer? I realize that I could cut back to 1 turn signal per side, but that would also mean 1 brake light per side and I like the safety of having 3. Any advice would be greatly appreciated.
