For cheap water when you want it you can't beat using a pump jack if you don't have a windmill. If you are needing to fill a tank you can measure the fuel consumed to fill it, then add the same about of gasoline to a small engine agian the next time. If water and waste is not a factor you could power a pump jack with a Savonius rotor that you have made from barrels. I expect that a shaft and bearings from a combine reel might be just the ticket for starters. Using large and small pulleys should get you the correct power for pumping. A submersible pump takes far more amps upon starting than you might think. I had a 7,000 watt diesel generator that pulled pretty hard until water was flowing along nicely.
