newbie q: hydraulics on International 2504 bh/load

Hi! A friend has a 2504 International tractor with the 3000 loader and 3120 backhoe. It was working well, but the hydraulics are not very strong now, it won't pick up a full load of dirt. The backhoe is weak also. Where should we start looking for the cause of this? He's cleaned out the strainer on the pass side bottom just behind the engine, after doing that the loader worked OK once then was weak again. The hydraulic oil is milky brown, and should probably be changed, but it looks like there's a LOT of it...what's the capacity? Thanks in advance for any ideas (yes, we're working on getting manuals for it) JIm
