the ballast resister doesnt drop the voltage,it drops the amount of power going thru it,if that makes sense,the resister i believe,should dopr the amps to approx 8 ohms.you cant check it with a voltmeter because it will only tell the voltage,not the amps or ohms.ask the same question of JOHN T on the deere board,i know he can explain it.however in your case you shouldnt be using a ballast resister you should use a voltage reducer.your coil is probably getting hot and shutting down.
