I forgot to say before, one post said to rock the tractor in high gear, but that might not work if the tires are frozen to the ground. And, when you have the starter off to check it's gear, try turning the flywheel, with the tractor in neutral and the clutch pressed in, with a screw driver in the teeth of the ring gear, this will see if the engine is frozen. then let the clutch out and try turning it again, and this will see if the transmission is frozen. Then with the ignition off, try putting it in gear and turning it, this will see if the differential or final drive is frozen. You can make sure the ignition is off by unplugging the center cable from the distributor cap to the ignition coil. Don't forget to put it back when done.
