3pt Hitch Hydraulic Problem

The tractor is an Iseki 2420F, and the 3pt lift arms will not lower. I have turned the knob under the seat to just about every setting, physically pried on the lift bars, checked fluid, and checked pin in lever. I don't know where the filter is to check it. I know the hydraulics will raise, because I can move the lever back and the arms will move about 1/2" up and it pulls the motor down. Any info would be greatly appreciated, as I'm about to pull all of my hair out. Thanks.
