Obviously you can't mix fuel and water, it just plain don't work. What probably would work is some type of water injection that cools the air in the intake allowing more fuel and air mixture into the combustion chamber thus more power could be generated. I'd have to bet that tuning would be a nightmare. The theory was probably right but with out computers to control the fuel air mixture and the water injections it would be very difficult to make it work. On diesel engines now we have intercoolers that acomplish the same thing without actively messing with the combustion mixture. It is especially helpful with turbochargers because they heat the air up so much when they compress it.
