Jim, rust is the product of the metal reacting with oxygen called oxidation. Once its started to decompose the metal, painting over it (without removing it) will result in bubbling under the paint. If metal is rust free then sealed with paint so oxygen doesnt get to it, it doesnt oxidize underneath. So, if you dont get the rust off and get back to the metal it wont last too long. I suggest wire brushing and sanding etc. or acid type cleaners then prime and paint. If youre gonna paint it anyway, you may as well better prepare the metal, cause that determines the true quality of your paint job. CAUTION this is not my strongest subject, only my opinion.
