It should have a Simms/Minimec IJ pump unless it's been changed out.... So if you look at the governor housing of the pump near the middle, down low, you'll see a 1/2" head plug and a 15/16" head plug on top in front of #1 fuel line. Those are the level and fill plugs respectively. There's a drain on the bottom in line with them. Be CAREFUL of the threads. They strip easily. Drain it out and refil with 15W40 or whatever you're using in the engine and change at engine oil change time. Those old pumps are pretty robust so you may get lucky with an oil change and freeing it up. Mabey.......
